What I would do is paint my top nails a navy or dark blue and my toenails scarlet or a deep red. Dark colors look better on fair skinned girls then bright or light colors. Don't use many layers of black coating though, as this can be assumed as gothic.

dont do black. it will make you look pasty.
You can't go wrong with fire engine red. My wife calls it whore red, but us guys like it.
Bright reds, pinks, black (if your into that). Warm colors are best, cold colors will make you look pale.
